Japanese Used Cars for Fiji – Import Rules, JEVIC & Shipping

Fiji applies different age limits according to vehicle type and powertrain.

Used or reconditioned hybrid passenger vehicles must generally be no more than 5 years old from the year of manufacture and must comply with Euro 4. For vehicles imported during 2026, the minimum eligible model year is 2021.

Used or reconditioned petrol and diesel passenger vehicles must generally be no more than 8 years old and Euro 4 compliant. For 2026, the minimum eligible model year is 2018.

The 8-year category also covers relevant mini vans and dual-purpose vehicles such as twin cabs. Used goods trucks, buses carrying 16 or more persons, road tractors and certain other specified vehicle categories are required to meet Euro 4; the current FRCS notice does not state the same passenger-vehicle age limit for those categories.

Used or reconditioned vehicles subject to Fiji's import controls require an FRCS Motor Vehicle Import Licence. Customers should obtain the licence before the vehicle is loaded and shipped to Fiji.

Shipping an ineligible vehicle can result in refusal of clearance and re-export at the importer's cost. For this reason, vehicle eligibility should be confirmed before bidding or purchasing in Japan.

Written-off vehicles are prohibited. Left-hand-drive vehicles are also prohibited unless prior approval has been obtained from Fiji's Land Transport Authority (LTA).

Second-hand vehicles imported from Japan require JEVIC inspection. The JEVIC certificate and report form part of the supporting documentation used for Fiji import and registration procedures.

Fiji requires applicable imported used vehicles to comply with the Euro 4 emission standard.

Customers should not rely only on the Japanese registration year when determining eligibility. The year of manufacture, vehicle category, fuel type and required compliance documentation should be checked before purchase.

Fiji vehicle import taxes are not represented by one universal percentage. Fiscal duty, import excise and other charges can vary according to the vehicle's tariff classification, engine capacity, powertrain and vehicle type.

Fiji's standard VAT rate is currently 12.5%. Other applicable duties and levies should be calculated using the current FRCS tariff applicable to the specific vehicle.

Because tax rates and tariff classifications can change, customers should confirm the current landed-cost calculation with FRCS or a licensed Fiji customs agent before purchasing.

Imported vehicles are subject to Fiji's biosecurity requirements. Vehicles should arrive clean and free from soil, seeds, plant material, insects and other contamination that may create a biosecurity risk.

Biosecurity inspection and clearance requirements should be confirmed before shipment, particularly for vehicles that have been used off-road or may contain soil or organic material around the underbody, tyres or interior.

• Bill of Lading
• Customs clearance documentation
• Identification and other documents required by FRCS or LTA

LTA registration requirements should be confirmed locally before the vehicle is placed into road use.
